Background
RDV Consulting evolved from 15+ years of holistic emergency management experience at the U.S. local government and international development and humanitarian response setting. Dedicated work involved preparedness and response planning and coordination within U.S. local government (county and city management) as well as with international non-government organizations (NGOs) and the United Nations (UN). This experience spans from recurring EOC activations in the U.S., to providing technical support to local/regional emergency preparedness programs throughout Latin America, to major disaster response operations in Africa, Asia and the Caribbean.
Holistic Emergency Management
As the concept of Emergency Management continues to evolve, there is clear evidence that it is no longer an issue that pertains just to a defined entity or authority; nor should it be managed in complete disconnect from other functioning systems and structures. The current COVID-19 pandemic has shed light on this very issue where we have evidenced that preparedness and response interconnectivity – both domestically and internationally – were simply not sufficiently robust, leading ultimately to major response challenges across the board.
On this note, it is extremely critical to embed a holistic perspective in today’s emergency management approaches. This involves having a clear understanding of the various existing emergency management structures and being in tune with the social, political, cultural and environmental dynamics -including the increasing threats of climate change – as the impetus to how we should operate in this sector.
